NOTE: data2.CAB file created several issues while trying to setup this download.
I finally uploaded it by itself seperatly and then downlaed the file to check and insure that the file would install correctly.
So There is a seperate download link for the Data2.cab file that needs to be added to the folder"NASCAR Racing 2003 Season"
 

Installing N03 from folder
 
Download file N2K3 Inatall; it contains:
The 'NASCAR Racing 2003 Season' folder Minus the data2.cab file.
"nr2003_update_en_1000_1201.exe"
NR2003_1201_nocd
nr2003 Code - Papy's generic install code
Install Document - This document


Download the data2.cab file


1a. Extract or copy the 'NASCAR Racing 2003 Season' folder from the N2K3 Inatall.zip download file to your hard drive 
1b. Extract or copy the data2.cab file to the 'NASCAR Racing 2003 Season folder'from step 1a.

2. Execute Setup.exe and Select the location you want to install the SIM to.

3. Install the patch, 1201 "nr2003_update_en_1000_1201.exe"

4. Install 'NR2003_1201_nocd.rar' 
	In the Papyrus\"NASCAR Racing 2003 Season" folder, delete or just rename NR2003.exe to 	NR2003_orig.exe. 
	With the Original install the CD is required to run the SIM.
	So Rename or delete the NR2003.exe where you just installed the SIM to.
5. Copy NR2003.exe from 1201 NoCD to Papyrus\"NASCAR Racing 2003 Season" folder 

6. Install Mods (COT, CTS, etc)  

7. Download and install car file into the Series\Cot(or whatever)\Cars folder

8. Start N2003 and set up graphics, wheel, player etc.
